On the basis of the secondary analysis of focus groups, this paper investigates whether and how Belgian citizens discussed the Services directive and, if so, if they relied on media frames. The analysis indicates that Belgian citizens tended to use media expressions when discussing Services directive but the reframed or adapted the causal narrative underlying media expression.
