In times of high rates of unemployment, the role of activation policies is crucial. However, their efficacy sit questioned as well as the overall impact they have on individuals. It is necessary then to rethink the cognitive basis on which activation policies build in order to find innovative way of addressing the issue of unemployment. This article suggests using the Capability Approach in order to develop a new alternative taxonomy of activation policies that goes beyond the dualistic approach opposing Work-First and Human Capital Development Approach. The case of Public Employment Service in the Brussels Capital Region is presented.
