On the basis of the secondary analysis of focus groups, this paper investigates whether and how Belgian citizens discussed policy solutions and, if so, if they relied on media information. The analysis indicates that citizens discuss and assess policy solutions (even before they are enacted). What is more they seem aware that solution definition is not a linear process. Belgian discussed policy solutions in normative terms – not technical ones. Citizens could then not rely on media arguments but only on media expression.
